Hello friends… this is Elvin Baruah. For a long time some words arising on my mind while I was with the Non-Political Organisation, All Assam Students Union (AASU) for the last 16 years as a Student's Political leader. After that, I plan to work with the electoral Political Party "Aam Aadmi Party". In both the organisations I found different and many Administrative officers. So I would like to say a few lines about Politics/Politician and Government Executive or Administration, Here are many differences between the two operating systems of the country One Who Controlled the system (Politician/Politics) and another one who Execute the System (Government Executive or Administrator). Overall in Simple line Indian CItizen and Country run by two systems of India. Politicians/Politics who working for the country and its people By law and indirectly and Government Executive or Administration who directly work for the COuntry and Public by the Government Order. Politicians, when elected by the people of the country to Assembly or Parliament, directly call the Government. According to Article 79 of the constitution of India, There Shall be a Parliament for the Union which shall consist of the president and two Houses to be known as the council of States (Rajya Sabha) and House of the People (Loksabha). The constitution of India was adopted on 26 November 1949 and Effect on 26 January 1950.

India is a federal democratic Independent and Secular country. According to the 2011 Census, India's literacy rate is 74.04% and here Man literacy rate is 80.09 % and the female literacy rate is 64.60%. Also here are 2936 cities and 649481 lakhs Villages in India and 60000 villages are still under backward, No 3phage Electricity, No High-Speed Internet, No news Paper and our Govt never do add on those villages. But here only 59% of People are call general in India means live and live life in City or Standard wise. but 41% of the total population in India is SC (Schedule Cast) ST (Schedule Tribe) and OBC (Other Backward Class). According to this data, we have to know that, Still our 80% citizens of the country are still unable to get all the meaning of Democracratic, The meaning of Federal, The meaning of Independent, The true meaning of Secular, and The true meaning of Country/State/Village. That's why our dirty traditional politician makes us fool and flow us on wave and illusion.

Following are examples- 



Country/State/Village- Without citizens, a country is valueless by its nature, geographically, and culture. A Group of Voters can make a country but A country can't make voters. The Country/State/Village is liable for the citizen But citizens are not directly liable for the country/State/Village… but we have moral duty for the country/state/village because It's a policy of nature and law.

Federal Government- We have to know that what is federal Govt. system in the country, The federal government is a system of dividing up power between a central national government and local state governments that are connected to one another by the national government. Some areas of public life are under the control of the national government, and some areas are under the control of the local governments. Federal government systems usually have a constitution that specifies what areas of public life the national government will take control over and what areas of public life the state governments will take control over.

Democratic - The word democracy describes a political system.  In a democratic country, all eligible citizens have the right to participate, either directly or indirectly, in making the decisions that affect them. Canadian citizens normally elect someone to represent them in making decisions at the different levels of government. This is called a representative democracy. Countries like Canada, the United States of America and the United Kingdom all have representative democracies.

Independent- Freedom and Independent are two different things if it's the same sense. Freedom from rules and regulations from the Govt system and Independent from rules and regulations by citizenship rights. Both are different but we have to understand the fact like we have some fundamental rights as freedom. And we have some govt law and order which is made by the system for our interest only and outside the country and their citizens only. We have to know our rights as a citizen of the country. We have to know why we select a govt in a democratic country! We have to know the benefits of voting and voter rights. Voting is not our duty, it's our fundamental rights and returns is our rights by the government. So, voters are only indirect liable for the country but the country is directly liable for its citizens. 

According to Article 51A - the duty of every citizen of India is- 

(a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;

(b) to cherish and follow the noble ideals which inspired our national struggle for freedom;

(c) to uphold and protect the sovereignty, unity, and integrity of India;

(d) to defend the country and render national service when called upon to do so;

(e) to promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to renounce practices derogatory to the dignity of women;

(f) to value and preserve the rich heritage of our composite culture;

(g) to protect and improve the natural environment including forests, lakes, rivers, and wildlife, and to have compassion for living creatures;

(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;

(i) to safeguard public property and to abjure violence;

(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavor and achievement;

(k) who is a parent or guardian to provide opportunities for education to his child or, as the case may be, ward between the age of six and fourteen years?

Secularism-  Under the Article (15) - No one can discriminate against the citizen of India by religion and cast. All vast, Greed, Religion and community have the same respect, important and rights as a citizen of India. So India is not Only a Hindu country. 

15- (1) The State shall not discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them.

(2) No citizen shall, on grounds only of religion, race, caste, sex, place of birth or any of them, be subject to any disability, liability, restriction or condition with regard to access to shops, public restaurants, hotels and places of public entertainment and the use of wells, tanks, bathing ghats, roads, and places of public resort maintained wholly or partly out of State funds or dedicated to the use of the general public.

The state would look after your secular welfare, health, communications, foreign relations, currency and so on, but not your or my religion. That is everybody's personal concern! - Mahatma Gandhi 

Now come to the point that why here have to elaborate that India is an Independent Secular Republic country… because we are still deprived and exploited from all sides as the British have done with Indian. Here the only difference is, that time our money and assets went to the outside of the country now inside the pocket in the country or invest in other countries by our traditional politicians. We are still deprived and exploited by our elected political leaders/party/Govt. We have all law but no implementation, we need Janlokpal, as Gandhi ji said but not pass yet in the parliament, because of our illiteracy and Corrupted politics. We have to know the power of all system and to who we have to start approached first and serially to whom? We have to know our rights which are Education, Street, Street Lights in front of Home, Home, Health, Job, Pension/scholarship, Nutrition/Food. Then we have to know that Govt has to be answerable our all question they cant manipulate us by CBI, CID, Police.

         We have to know the responsibility and duty of Legislator/Politician and Power of Administrative officers. Both have a difference. People have to know and read my lines twice… legislators or politician has no direct power on public but yes they are elected by the public only but they have to work by Administration and Administration is supreme power on public directly. Administration officers or Government Executive like DC, Chairman of Council, Secretary, CO, Police, Municipal & BDO (Block Development Officers) has supreme power and they have to execute all  Departmental work. But Politicians have to work for the system only, they can make law & order at Assembly and Parliament only and have to look after all execution of Departments and Administration system. Example- All Pension (Artist, Sports, Widow, Handicap, Old age, Unemployment) and All Departments. But mostly we can see that Politicians directly in touch with the public by their own agent. Which they have to do through Department and Councilors or Panchayat President. So we have to raise our voice for the role of Politics and Administration.

Councilors and Panchayat Presidents- have direct power to interact with the public. Councilors and Panchayat President has no salary they get remuneration to attend their office. The work of councilors is area development like Small Roads/SubWay, Village roads, Drain, Sewer, Dust Clean, Street Lights, Cut trees, Roadside jungle, etc and all the needs of local people. COuncilors don't get a salary, they get a remuneration of per visit of councilors office with timing.

A Loksabha MP (Lower House or House of the People)- Indian Constitution sets only 545 MP in Sangsad Bhawan/Parliament House. 543 are directly elected by the Citizen of India and 2 Anglo Indians are Selected by President of India. LS MP has 5 years' terms to work by Salary and allowances for him/her and family. An MP has to raise his voice in parliament for his own constituency people only. He has 5Crs MPLAD funds for every year to expenses on all development work for the public. He has direct power in all departments and MLA on his/his own constituency. Any Indian can contest LS election from any place of India. The Lok Sabha (House of the People) was the first time commenced on 13th May 1952 and the first PM was Jawaharlal Nehru. He gets 5crs rupees per year on his tenure to work for the society and development his constituency.


A Rajya Sabha MP (Upper House or Council of State)- RS MP are represented the states in Parliament by the states elected Assembly by the proportional method from each state. RS member's post is permanent for 6years terms with Salary and all Aloownnces for him and his family. Membership of Rajya Sabha is limited to 250. Here are 238 members being elected by the Vidhan Sabha members of the state and another 12 members are nominated by the president of India. The duties of RS MP' are Make law for India, Representative responsibility: To represent the views and aspirations of the people of their constituency in the Parliament of India (Rajya Sabha), Look after the Government executives, Accept or pass the proposed of Revenue & expenditure by the Government. He can make accountable to his LS MP and Make any law for the State. He can be elected from anywhere in India as an LS MP candidate. 

An MLA (Member of the Legislative Assembly) has power on his constituency only. He can't directly work for the People of his constituency without Government Executor or Administration. MLA has 5 years term, selected by his constituency people only and he also gets a salary and all his expenses and allowances. MLA has complete duty and responsibility towards his each and every voter/citizen from his constituency.

              So, Here I defined all the categories and duties of both the system who run the country and its citizens. and the Indian Constitution gives us the power of equality where the first line of our constitution starts with "We the Indian". means we have rights to equality and freedom on all our nature and religious thoughts. So, ask your Councilors, District Magistrate, Local Police, and BDO (Block Development officers and Deputy Commissioners. 

Overall under Article 52 and 63 President and Vice president of India are supreme executives of the country. To know more about the Constitution's power to Executive and Government, please read Article 52 to Article 151 from the Constitution of India.
